A means to an end?

>I THINK the main tenet to means testing is to ensure that healthcare remains affordable for all Singaporeans and not just the lower income. There is no denying that the lower income should enjoy greater subsidies but the lower class wards should remain an option for all income levels. Hence, means testing should not prevent a higher income Singaporean from opting for a Class C ward although he will not be able to enjoy the same level of subsidy.

Using per capita income to assess the level of subsidy is a quick and easy method but I think allowances should also be made for the type of illness and the cost of treatments that the patient requires. Other factors to be considered could be whether the patient is the sole breadwinner and number of dependants that he has.
